This manual has been developed in the framework of the Water and Security (WaSe) component of the WATER SUM project. It is a step-by-step guidebook for practitioners who are developing local water security action plans (LWSAPs) in local communities. The authors have compiled an original methodology comprising seven interrelated activities covering stakeholder analysis, public opinion assessment, local water security assessment, and problem analysis and prioritisation. Each of the seven activities comprises two or more steps, making a total of 20 steps in the LWSAP process. All 20 steps, and the deliverables related to each one, are described in detail in the manual.
